[Bug 1920745] [NEW] Apps appear incorrectly when using an RTL language

Public bug reported:

When starting the 20.04 or 21.04 ISOs and setting the language in Grub
to Arabic, the various UI elements don't appear RTL (right to left),
including the panel and application elements (e.g. menu, toolbar, side
pane, etc.).
