What is the idea for damping the motion of clumps currently?

It looks like forces on each member of a clump is damped independently 
rather than damped in a global way at the clump's scale. Is that true?

If, yes, I think it would be more consistent to damp the motion of the 
clump itself (it would also make less operations, which is never bad).
