Very interesting initiative.
As it turns out I've been reviewer for a paper in MethodsX[1] recently,
a journal based on a very similar idea.
MethodsX is supposed to be oriented toward experimental methods, but it
appears that they also publish programming things.
Ultimately, I guess SoftwareX aims at attracting the computational
papers which currently go to MethodsX.
Looking at [2] I see quite unusual content compared to classical journal
papers. Something to keep in mind. Thanks Jan.
