You have no write permission in /usr/local/bin/ as an ordinary user.
Your cmake command is incomplete, the documentation says:
cmake -DINSTALL_PREFIX=/path/to/installfolder /path/to/sources

You need to either define the install path as indicated or  "sudo make
install".
