Nguyen N.G. Hien proposed the following answer:
I'm using Ubuntu 12.04 and have never encountered the IPYthon problem,
we need other person who uses 13.10 here. You can try recompiling
several time from source code to make sure. Otherwise if downgrading to
12.04 doesn't hurt you than that choice is not bad.
