Not exactly.

I mean that "sp.makeCloud" generates a cloud of particles: a packing
with 0 contact between particles.

Then:

- if, on one hand, you just stretch the surrounding box to given strain values, with triax.goal=(0.5,0.5,-1) (and adequate stressMask value), it is possible that this strain loading is not sufficient to let contact (and internal stresses) arise in the packing
=> stress is still zero and your packing still has this gas-like feature, with 0 contact


- if, on the other hand, you use triax.goal=(sigmaIso,sigmaIso,-.2) (and adequate stressMask value) you're asking for a different loading, namely you're asking for two stresses to reach sigmaIso. 

Yade is very disciplined and it will do what you're asking for: stretching the surrounding box until contact appear in the packing and internal stresses, up to sigmaIso.
This second procedure will certainly result in greater strains than the first one (the box is much more stretched), and confers to the packing a non zero coordination number
=> in this case, your packing does no more show this so-called gas like feature
