Right, TwoPhaseFlowEngine is not the same as FlowEngine. So you should
be using the FlowEngine class (based on the MWE you provided).

You are describing a lot of things that are not represented in your MWE.
So perhaps your implentation is wrong. No way to know without an MWE: it
would just be pure speculation for me to comment on this.
