even it is very "slow" etc. it is still dynamic and inertia effect are
still there.

Moreover, TriaxialStressController (very roughly explained) prescribes
strain ("guess" it) such that the prescribed stress is matched. This is
another effect resulting in oscillation.

please provide a MWE [1]. W=working, such that we ourselves can try it.
