  Using config drive default mounts not mapped.

Status in Init scripts for use on cloud images:
  Fix Released

Bug description:
  Since the config drive does not over load device_name_to_device it
  does not cause any mount names to be translated into there physical
  device. This means that swap and empheral are basically dropped. There
  should be additional logic to account for this.
