  Sudo dir not included/made ready before usage.

Status in Init scripts for use on cloud images:
  Fix Released

Bug description:
  When a user is added and a sudo rule is created the directory that the
  sudoers file will be in needs to be included and the directory should
  be ready before the write happens to that directory.
