  Ssh keys for individual users

Status in Init scripts for use on cloud images:
  Invalid

Bug description:
  It appears the current code only applies credentials for the default
  user using keys from either the ''ssh_authorized_keys'' entry in the
  yaml cloud-config or from the datasource get_public_ssh_keys().

  From the example @ https://cloud-
  init.readthedocs.org/en/latest/topics/examples.html#including-users-
  and-groups it appears that each user can have there own set of keys
  that are imported for them instead of just for the first or the
  default user. That functionality seems like it doesn't currently
  exist.
