  xml support for quantum v2 API

Status in OpenStack Quantum (virtual network service):
  Won't Fix

Bug description:
  see quantum/api/v2/base.py , where we need to add metadata for
  serializers (is that all that is needed?)

  we also need to expand the unit testing to test XML.
