  Deleting volumes with snapshots should be allowed for some backends

Bug description:
  Right now, nova-volumes does not allow volumes to be deleted that have
  snapshots attached. Some backends may support this so it should be
  configurable by the administrator whether to allow volumes with
  snapshots to be deleted.
