  Compress qcow2 snapshot images

Status in OpenStack Compute (Nova):
  Fix Released

Bug description:
  There is currently no support for compression when extracting qcow2
  snapshots.  In most cases, hypervisors are constrained by memory
  allocation rather than CPU, making the processing overhead to compress
  a snapshot worthwhile.

  We should support this via a configuration option, to allow
  administrators to decide if they're willing to make the trade off.
