  Suspended or paused instances cannot be rebooted

Status in OpenStack Compute (Nova):
  Fix Released

Bug description:
  There are many issues which users can resolve for themselves by simply
  issuing a reboot of their instance via the API.  We currently restrict
  reboots of suspended or paused instances.  There's no reason for this
  restriction to remain in place, as it is an action we should support.
