  Make downloadable credentials visible from "Access & Security"

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  It's currently difficult to find the download credentials links
  (currently under Settings). They should be discoverable from the
  "Access & Security" page as well which is where most users try to find
  them.
