  Some database migrations aren't safely database agnostic

Status in OpenStack Quantum (virtual network service):
  Fix Released

Bug description:
  The service_type migration uses explicit MySQL types for no apparent
  reason. All types presented should be converted to the general
  SQLAlchemy column types. Also, several of the migrations import mysql
  but don't make use of it.
