Title:
TCP protocol is not supported for VIPs. Users get an IntegrityError
when trying to specify an unsupported protocol.

Status in OpenStack Quantum (virtual network service):
  Fix Released

Bug description:
lb-vip-create command with --protocol http option specified returned
an internal server error. According to the quantum server's logs an
unhandled integrity error has been thrown by the database.

The problem is that the client does not get any specific information
about the error so it's impossible to tell what exactly went wrong. In
  fact, unsupported/incorrect protocol was supplied.

It would be useful to have validation of specified protocol on the
server side. However, the server does not perform that.
