  NEC plugin does not support L3 agent RPC

Status in OpenStack Quantum (virtual network service):
  Fix Released

Bug description:
  L3 agent now uses RPC to communicate with the quantum server.
  The plugin needs to inherit L3RpcCallbackMixin to support L3 agent RPC.
