  Reboot instance in soft mode by default

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  Currently, horizon reboots instance in the hard mode by default, which
  would trigger unusual behavior for instances. Nova provides scheme to
  reboot instance in soft mode, thus it is reasonable that we switch to
  the soft mode by default.
