  "Launch instance" button disabled with unlimited quotas

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  The patch for bug #1033829 disables the button for launching new
  instances when it shouldn't, when the quotas are unlimited (because
  they are represented as -1 and interpreted literally).

  This is fixed for quotas thanks to bug #1084976 but needs to be done
  also for limits, which the code for disabling the button is using.
