Floating IP "Allocate IP" button not always disabled based on quotas

Fix Released
Bug description:
When allocating a Floating IP, the "Allocate IP" button is only
disabled if the amount of floating IPs is exactly the same as the
number allowed by the quota.
How to reproduce:
1. Allocate 2 Floating IPs in project A
2. As an admin, go to the Project panel and click on "Modify Quotas" for Project A
3. Set the Floating IP quota to 1
4. Try to allocate an IP in project A: it's still possible
Expected:
The Allocate IP button should be disabled if the current number of floating IP is equal or larger than the amount allowed by the quota.
