Title:
  reboot does network query in API

Status in OpenStack Compute (Nova):
  Fix Released

Bug description:
  reboot gets network info from the network manager in the API only to
  pass it to the manager.

  1) There's a performance penalty there.  
  2) It's a problem with cells as you want the cell to which the instance belongs doing the query to its network manager.
