Title:
  "nova flavor-create" command is executed without checking the length
  of flavorid and name

Status in OpenStack Compute (Nova):
  Fix Released

Bug description:
  "nova flavor-create" command is executed even if the --id and --name options are more than 255 characters.
  The --id and --name options are constrained less than 255 characters in the database.
  When database is changed to the "strict" mode,error happens but error message is not correct.
