  policy tests missing a config import

Status in OpenStack Image Registry and Delivery Service (Glance):
  Fix Released

Bug description:
  When trying to run the glance policy tests as an individual suite:

  ./run_tests.sh glance.tests.unit.test_policy

  I get the following types of errors:
