Unclear how domain_id is set for a user in v3 API

Bug description:
The v3 API correctly specifies that a user is owned by a domain, and
lists domain_id under optional attributes in the API Resources
/v3/users section. However, domain_id does not appear in any of the
users API calls (e.g. POST or GET /users). Is the domain_id meant to
be inferred from the domain the project_id is in? That seems
confusing. I think that domain_id should be an optional part of the
user resources, supported by the relevant API calls.
