Title:
  glance-scrubber crashes and doesn't scrub when not in daemon mode

Status in OpenStack Image Registry and Delivery Service (Glance):
  Fix Released

Bug description:
  The scrubber seems to be crashing when run via the cli/cron .

  There also seems to be a problem with pool.starmap not getting
  scheduled when run via the same scenario, resulting in images that are
  pending_delete not getting scrubbed.
