Turns out that it does work after all.

Basically call stack is:

  api..hosts.py -> compute.api.host_api.host_power_action -> .. then
because this is derived from  'comupte.cells_api.host_api', when it
tries to rpc call the compute manager, that call gets proxied to the
compute manager of the cell.

Bug description:
  host api's update_host method currently only works on hosts in the
  same cell as the api server; it should be able to find and work on
  hosts in child cells.
