  action to instance after compute restart

  Fix Released

Bug description:
  there are some problem when restart compute. it will not automatic
  start instance when host reboot.

  we can add following flag to enable automatic rebooting:
  resume_guests_state_on_host_boot
  start_guests_on_host_boot

  there are some other problem:
  1. what's the mean of resume_guests_state_on_host_boot?
  suspend <--> resume
  pause <--> unpause
  if we suspend a instance, it should not resume automatically by compute.

  2. if we only restart the compute but not restart the host, the
  instance is still running, but the compute will reboot it again
