Reason why it shows with MAAS deployments is cause of the problem that
is being fixed in glance charm:

  horizon can't display user's snapshot images

Status in OpenStack Dashboard (Horizon):
  Invalid
Status in “openstack-dashboard” package in Ubuntu:
  Invalid

Bug description:
  glanceclient  need to  add params is_public=none   to get private
  images which are created by user. the snapshots  are private by
  default, so can't be displayed on horizon .
