Bug description:
  Querying os-floating-ip-pools is now broken:

  GET http://127.0.0.1:59853/v2/openstack/os-floating-ip-pools
  Caught error: Specified RPC version, 1.7, not supported by this endpoint.

  change https://review.openstack.org/#/c/18311/ broke this function
