Title:
  sql_connection needs to be set in quantum.conf

Status in OpenStack Quantum (virtual network service):
  Invalid

Bug description:
  The various quantum agent ini files have documentation and defaults
  for the sql_connection property that need to be set for those to work
  with the database.  The code also requires that the sql_connection
  property is set in the DATABASE section in quantum.conf.  Without that
  the database fails for quantum.

  The point of this bug report is to simply have a commented section in
  quantum.conf like in the agent ini files that explains the usage of
  the sql_connection field in the DATABASE section.
