Managers act as common proxies to drivers. See
keystone.catalog.core.Manager for an example of their value.

Status in OpenStack Identity (Keystone):
  Won't Fix

Bug description:
  keystone.common.manager objects end up getting invoked on every call
  to the objects they reference. In adddition, they set up a pattern
  where  the objects they reference have no self object. They are
  unnecessary and can be removed.
