Since this bug has been open a year without any activity, I'm going to
move it to "Opinion / Wishlist", which is a queue of older requests that
have come on.  It can be reopened if someone decides to work on this (if
it is even still relevant at this point).

  Opinion

Bug description:
  In fixing bug 928910, I focused on libvirt/KVM since that was the
  original bug report and I don't know enough about the Xen and VMWare
  virt drivers to apply a corresponding efficient implementation of the
  new instance_exists() and get_num_instances() methods of the base
  drivers.
