This is no longer relevant to nova.  s3 as an image backend only lives
in glance.

  Invalid

Bug description:
  The S3 Image service uses a number of custom metadata for tracking
  state (owner, image_location, is_public).  These should be moved into
  base image service and main glance attributes where possible.  It also
  does custom filtering, which also should be done at a lower level.
  This will probably require related work in glance.
