Title:
  Hyper-V plugin agent fails when a flat network and VLAN networks are
  deployed on the same host

Status in OpenStack Quantum (virtual network service):
  Fix Released

Bug description:
  steps to reproduce the issue:

  create a VLAN network and a flat network in Quantum

  Spawn an instance with 2 nics connected to the above networks.

  The Quantum agent will fail on setting up the flat network.

  
  Furthermore, the agent can be simplified by removing the trunking on the external port due to the following warning obtained on Hyper-V 2012:
