This is already solved:

ERROR: Quota exceeded for instances: Requested 1, but already used 1 of
1 instances (HTTP 413)

       Status: Confirmed => Invalid

  Invalid

Bug description:
  when starting an instance,thanks to quota exceed,we can not
  sucessfully start an instance,nova should point out which item(cores
  , memory,CPU, etc）exceed.
