  vip cannot reuse free IP address

Status in OpenStack Quantum (virtual network service):

Bug description:
  Steps to reproduce:
  1. Create pool.
  2. Create vip using some IP address.
  3. Delete vip.
  4. Create vip using the same IP address as previous vip. The following error is displayed in Horizon:
