  Keypairs should belong to tenants, not users

Status in OpenStack Compute (Nova):
  Invalid

Bug description:
  The only object in the nova system that belongs to users is a keypair.
  As part of the move to "tenants", the idea is that users are only used
  for auditing and logging, and resources should belong to tenants.
  This requires changing the database and migrating existing keypairs to
  a particular tenant.
