Title:
  Quantum not logging anymore on stderr

Status in OpenStack Quantum (virtual network service):
  Fix Released

Bug description:
  A recent commit (870f9c3 sync Oslo Grizzly stable branch with Quantum)
  made some changes into openstack.common.log

  The root logger is now not registered anymore with product_name.
  Quantum is trying to retrieve it using the product_name 'quantum' and
  gets a logger without handlers.

  I am not sure if this is a bug, or it's just me not understanding the
  logic behind the change in openstack/common.
