  'glance-cache-manage list-cached'  'last modified' fields displayed in
  UTC but test uses local timezone

Status in OpenStack Image Registry and Delivery Service (Glance):
  Fix Released

Bug description:
  glance.tests.functional.test_bin_glance_cache_manage.TestBinGlanceCacheManage.test_cache_index

  This test is failing because the test is generating a date in the
  local timezone and the "Last Modified" date is in UTC.
