Title:
  Quota API calls in admin dashboard don't check for disabled volume
  service

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  1) Disable the volume service in Keystone
  2) Go to admin/projects panel
  3) Click "Create project"

  Quotas will fail to load in the quotas tab.
