  Some tests in test_db_api.py do not run as expected

  Fix Released

Bug description:
  DbApiTestCase.test_instance_get_all_by_filters_regex_unsupported_db
  and
  DbApiTestCase.test_instance_get_all_by_filters_paginate

  Both set the flag sql_connection="notdb://". But, connections to db is
  already established by the superclass(TestCase)'s setUp() before the
  flag is set. These tests may not perform as they are expected.
