  Unpin routes dependency version

Status in OpenStack Compute (Nova):
  Fix Released

Bug description:
  The most recent routes releases are:

    Release 1.13 (March 12, 2012)
    Release 1.12.3 (June 5, 2010)

  Nova has been pinned to 1.12.3 since it took a dependency on routes.

  Both cinder and quantum express 1.12.3 as their minimum version and so
  we test them with 1.13

  In terms of distros, Ubuntu quantal and later has 1.13. Fedora still
  has 1.12.3 but that looks like an oversight
  (https://bugzilla.redhat.com/803019)

  There have only been 25 minor commits since 1.13. Certainly nothing
  which looks like it'll break us.
