  Instance snapshot should use min_ram from the original image, even
  with VHD disk_format

  Fix Released

Bug description:
  This is request for a relaxation of restrictions set by
  https://bugs.launchpad.net/nova/+bug/884269.  While the min_disk can
  not be shrunk for VHD, the min_ram requirement doesn't need to be
  determined by the current flavor.  If a user boots an instance and
  then resizes up and snapshots, they should be able to boot a new
  instance with a flavor that satisfies the RAM requirement that they
  booted their original instance with.
