This is a duplicate of bug 1095876, which is fixed in grizzly but
unfortunately cannot be safely backported to Folsom.

  UI Issues with respect to changing quotas

Status in OpenStack Dashboard (Horizon):
  New

Bug description:
  Tried changing the quota for the number of volumes which can be
  provisioned from UI for a tenant. Even though UI was shwoing the
  changes, they were not being honored until we changed it from Cinder
  CMD.
