Title:
  SQL migration 017 fails with non-empty database

Status in OpenStack Identity (Keystone):
  Fix Released

Bug description:
  manage-keystone db_sync fails with what amounts to a column name
  error.

  SQL migration 017 renames the user_project_membership table to
  user_project_metadata but the code incorrectly uses project_id in the
  user_project_membership table rather than the correct tenant_id.  This
  only fails with a non-empty table.
