    'injected_files' should be base 64 encoded.
    
    If an instance build needs to be rescheduled, send the original
    base 64 encoded injected_files parameter.

  Injected files don't work with rescheduling

Status in OpenStack Compute (Nova):
  Fix Released

Bug description:
  The injected_files parameter to run_instance in ComputeManager is
  expected to be b64 encoded.  If a build fails and gets re-scheduled, a
  b64 decoded version injected_files parameter is sent back to the
  scheduler.  Later, the code then attempts to b64 decode the
  injected_files a second time.
