Title:
  Scheduler and Cells need minimum reserved hosts

Status in OpenStack Compute (Nova):
  Invalid

Bug description:
  In order to accomodate for chassis swaps and/or emergency migrations,
  cells and scheduler should allow a configurable option for minimum
  spare hosts.

  Currently, resource scheduling completely fills each cell and there is
  no way to recover from these situations.
