Bug description:
  The simple db api is doing two things a bit wrong with time handling.

  First, when images are created, it uses the local timezone for the
  timestamp.

  Second, in some cases the simple api uses datetime directly instead of
  the common clock from openstack.common.timeutils (which isn't really a
  problem I suppose, but it does make testing harder.)
